In study through this whole topic, I found that the concept of state within a state to be very attractive, not to extend to the point that underground crime organizations are mysterious and full of romantic characteristics, but how we ordinary and Hong Kong people understand such a system which lives inside another system, where which one does try to repeal each other.
Gangsters or such underground societies where long past set up by bandits or anti-government groups, they might be the last government-of-the-day, we might understand the state system in such way that the system where actually past system’s left bound. This might be rather weird to interpret the system in this way after so much years of stable political environment, specially now that democratic government are set-up, why and how are the system working?
In both the lecture and tutorial, we came through a main point that what I think the underground society is really doing and meant for; They are actually the negative mirror of the powerful government. The idea is that such people serve to provide options for people who seek not to choose to follow what the law-making government has ordered. From drug trafficking to prostitution, to caring out assassination and collecting protection fees, they reflect the shadowed side of the whole human nature, we can even see that the triads members and gangsters did not choose what to do, they were indirectly assigned by the government to carry out such unrewarded “social responsibility”.
So how does the underground system work? And how is it like a government? If you believe in the stories we see and read inside films and television series, you better think twice, because that is really just fiction (I am not saying that the film makers don’t do any research, it just that the system is a lot more complex.)
I had a chance to talk with an old friend who he just got back out of jail for criminal offence (If I didn’t get it wrong, he was caught after planning to stabe another triad member.) I meet him at church one Sunday afternoon; it was almost 2 years since I last saw him. He shared with me his experience as a triad member for the last 2 years. (At the time I was talking to him, he had already quit, he belonged to the biggest triad in Hong Kong, “the number triad”)
We talked about almost everything, and I would like to share with you how he illustrated the system of a real triad. He told me that actually a lot of paper work was done, sometimes using a pen even more than knifes and fists. My friend was a very “good” member, hardworking and smart, along with special relationships, he was already the head of a 30 – 40 member group, and he was only 16 by then.
The whole underground system works even stricter than a bureaucratic government, it is hard to imagine that 16 years old is the “big boss”, but it was a fact, 30 year old grown man had to follow the directions of an 16 years old, because he had the higher ranking.
The triad had reward and punishment systems in the same way as a government had, when a certain member had attain certain points or reputation, they would be able to be nominated by the member leaders from the higher two levels above, where meetings and voting take places. This is a very systemize and clear process.
Also each member had their own assigned “Tong” in English “groups” or “departments”, a few groups join to become a larger group, and larger groups join to become the whole of the triads.” In one group, there may be members of the same ranking and members of different rankings, like the Hong Kong government where they have different Staff grades such as AOs and Eos. Inside the group they still have another position or a “Title” in the government systems word. Such positions where again assigned by the leaders of rankings two levels above.
They had different roles in the system, and members were asked to do as their position have given them. This is very similar as compared with the actual government context. Also working in certain post had their own rules, for drug trafficking, no members were allowed to do the same trafficking route 3 times in a row. (They usually had a fixed schedule of when the drugs where coming).When a certain “job” is to be done and that has a high risk of being caught by the police, a fair draw would be done in deciding the member for the job, if the member were selected last time when a draw was held, he would not be in the draw for the next 2 times. These set of rules is again very similar to the actual staff guidelines within a government
As for money related issues, it is also very systemized, for the money “earn” by the whole group each month, large sum of the money would be sent to upper levels of the system, the remaining slice would be distributed to members of the group according to their ranking (remember that the rankings is not the same as it’s group position) and their performance of that month. (My friend recalls that his group makes about 600 thousand dollars each month, as for the head of group, he gets around 60 thousand dollars.)
The large sum of money sent upwards to the upper level by different lower groups are not just then shared among higher officials, a large part of money is used to invest in stock markets and hosing market, this maybe called as “Money Laundering”. The money earn through this process is saved for future triad use, which we would talk about in the next part.
As same a legitimate government, the higher triad system groups have their own responsibilities, for example they are responsible in negotiating with other gangs to reach agreements for their fellow local groups. If incidents happen, maybe an opposing member were injured during a fight which were “not authorized” (hidden attack, attacked the wrong person..), the higher system had to pay “settlement fees” and hand over the people responsible.
When a member was caught and sent to person while carrying out triad ordered operation (drugs trafficking, smuggling), the higher system had the responsibly to take care of the caught member’s family, money would be transferred to the members bank account for as long as the triad member is in prison. The amount to be given to the family would be calculated by another fixed formula that the triads have setup. All those money that the higher system has to give up originally came from the group’s “monthly installment”.
This money system of the triad is actually the same tax system that almost all states on earth have, we give a certain percentage of income to the government and she gives us social security and medical support. The most interesting thing and most identical thing in both systems is that the “money-finders”, gangsters or citizens did not voluntary give their money away, they were forced by the upper system (by law or triad rules).
Top leaders of triad members are usually elected though again a very systemize and open way, some triads are family business and top positions are always hold on by family members. This again is a mirror of a democratic election and monarch type top power owning position.
These different elements and comparison from system structure, system rules and money allocation between the state government and the underground society can show a very strong image of how they work in similar fashion, state within a state.
